| Abstract: Policy-based agricultural insurance is a concrete manifestation of the Party and the state's policies of supporting, benefiting and strengthening agriculture, and is also an important measure for resolve agricultural risks and improving the production enthusiasm of farmers. Since 2007, policy-based agricultural insurance of Beijing has covered the city's 13 agriculture-related administrative districts as well as Shounong Group and other leading agricultural enterprises, and has handled by more than 60 types of insurance for agriculture, forestry, animal husbandry and fisheries to provide a comprehensive risk guarantee. The quantity, quality and guarantee level of insurance products are leading in the country. However, it still faces many development difficulties, such as insufficient personalized guarantee and risk of needs mismatched with new
agricultural operating entities. To effectively promote the high-quality development of policy-based agricultural insurance in Beijing, it is necessary to strengthen the innovation of agricultural insurance products, improve the level and scope of guarantee for modern agricultural industries, optimize fiscal subsidy policies, increase the application of technology in agricultural insurance, establish unified standards for loss assessment and supervision, and better serve the development of urban modern agriculture and the implementation of strategies of rural revitalization. |
